This year they changed it so that you can't do it from online settings, but you can still do it.

Create a message and go to one of the quick messages. Hold down X(PS3) or A(360) and it will ask if you want to delete the quick message and change it for the message you have typed. Just hit yes and now you won't have to type out the same thing over and over.
