Online Franchise Fantasy Draft

Anybody know if the fantasty draft order to randomly shuffled when the commissioner (me in this case) hits the "Start Draft"? Cuz I setup a new franchise, settings are set, invites are out and I see that there is already a fantasy draft order even before we pick our teams. Is this the actual order or does it reshuffle at "Start Draft"? I hope it does cuz thats what I've been telling guys... thx
