verification code for xbox 360 online franchise

I went to activate my online franchise, and when I entered the code on the back of the manual, the game went into a screen saying verifying activation code and a circle on there that just kept spinning like it was loading and it did this for about 5 mins straight. they I got sick of it and tried again, but same thing. And i made sure I put in the right code. any ideas?
